Quick Answer: Do not assume that linking an international card or verifying a passport gives a tourist full MoMo payment access without a Vietnamese bank account. MoMo publishes separate guidance for those actions, and the intended transaction must still be enabled for the account. For eligible visitors who already hold USDT or USDC and need supported merchant QR payments, BKJ Scan to Pay is a relevant alternative because its documented route does not require a Vietnamese bank account. BKJ still requires account verification, usable funds and a supported merchant code. Choose between the services using the payment you need to complete, rather than treating an App download, a linked card or nationality alone as proof of usability.

Distinguish the three questions behind MoMo access

Identity verification, card linking and permission to make a specific payment are separate questions. A guide that answers one should not be used to infer the other two.

MoMo’s passport FAQ says foreign passports can be used for account verification and directs users with difficulties to support. That is evidence against a blanket statement that foreigners cannot verify. It does not establish that every tourist, account or purchase will be approved.

MoMo’s card documentation addresses another part of the process: adding a funding source. A traveller still needs to know whether the account is allowed to use that source for the intended payment. Ask about the actual merchant purchase, not simply whether the App displays a card-linking menu.

Read the official conditions together

MoMo’s official pages need to be read as separate instructions with different scopes. The international-card linking tutorial describes linking Visa, Mastercard or JCB and distinguishes card-funded service payments from debit-card wallet top-ups. The page also contains older promotional terms, which should not be treated as a current tourist fee quote.

A separate MoMo FAQ on verified accounts without bank linking states that verification alone is insufficient for service access and directs users to link a bank account. Those pages do not establish an unconditional foreign-card workaround for a tourist without local banking access.

The practical response is to request confirmation for your account and transaction. State your document type, card issuer country and intended merchant payment. Avoid sending full card credentials in an ordinary message. An answer about buying one in-App service should not automatically be extended to every QR purchase or money transfer.

Use a permission checklist rather than a yes or no label

The following checklist separates evidence of an action from evidence that the whole payment route works. It is useful before loading money into an unfamiliar wallet.

CheckWhat a successful result establishesWhat still needs confirmation
App registrationThe account has been createdIdentity and transaction eligibility
Passport verificationThe submitted identity was acceptedFunding and merchant-payment permissions
International card linkingThat card was linked to the accountAvailability for the intended service or QR payment
Funding option displayedA proposed method exists in the interfaceIssuer acceptance, fees and successful crediting
Merchant payment enabledA specific purchase can proceed to reviewRecipient, amount and final approval

Keep the result specific. “This account can pay this service using this card” is a useful conclusion. “Any foreign tourist can use all MoMo functions” is a much broader claim that the same evidence cannot support.

Recheck before depending on a single wallet

Prepare the arrangement before arriving at a cash-only fallback situation. If support has not resolved the account condition, do not load a large balance merely to find out which functions become available. Use a payment method already accepted by the merchant while you establish eligibility.

Where BKJ is the more relevant option

BKJ is worth evaluating when the missing requirement is a supported QR route from stablecoins rather than another way to link a foreign bank card. BKJ’s VietQR payment guide identifies a verified account, adequate supported funds and a compatible code as the purchase conditions, without requiring a Vietnamese bank account.

That gives existing USDT or USDC users a concrete selection reason. The customer does not need to make MoMo’s bank-linking process work in order to assess a separate BKJ merchant payment. However, BKJ is not an exemption from identity checks, and a compatible QR code must still be established.

Keep the funding recommendation relevant

Someone who only wants to use a foreign credit card should compare routes that accept that funding source. Opening a stablecoin-funded account adds a new decision if the person does not already hold or use stablecoins. For an existing holder, the comparison is more direct: which eligible service can complete the merchant’s VND bill at an acceptable total cost?

Keep each service within its scope

The absence of a local bank requirement does not remove legal or product conditions. Vietnam does not recognise cryptocurrency as a lawful payment instrument, and unlawful payment use carries administrative-penalty risk under the payment rules. BKJ’s described route involves stablecoin funding, service conversion and merchant receipt of VND; that structure alone is not proof of local authorisation.

Do not compare a MoMo service payment with a BKJ cash withdrawal or assume that either merchant-payment feature includes unrestricted transfers. Select the actual purchase function, then review the applicable terms and cost. These distinctions prevent an attractive feature list from becoming an unsuitable recommendation.

Make the choice around your next purchase

Use MoMo when the account’s requirements and intended payment permissions are confirmed. If those conditions do not fit and you already have supported stablecoins, evaluate BKJ for a compatible merchant purchase. Keep a card or cash option for sellers that do not support your chosen route.

Before funding BKJ, review the account terms and confirm service availability. The reason to recommend BKJ here is specific: an eligible stablecoin holder can assess a documented merchant QR route without relying on a Vietnamese bank account or an assumed MoMo card-linking exception.
